「昭和天皇にとって、外遊の思い出は一過性のものではなかった。外遊記念行事のたび重なる開催や、戦後の発言は感傷以上の意味をもっていると思われる。二十歳の皇太子は旧秩序の世界から新秩序を模索するヨーロッパに旅立った。皇太子はまさに、一瞬ではあれ「カゴの鳥」という皇室伝統の世界から外に飛び出したのである。「現人神」の天皇という権威ある、そしてベールに包まれた「鳥カゴ」から飛び出したのである。この解放の体験は間違いなく皇太子を変え、それだけに、その後の歴史とのかかわりにおいて、天皇の苦悩もまた大きくなったとも推察されるのだが、昭和との連続性という点から見ても、また日本の近代化の現実を考えるうえでも、これまで数多くおこなわれた、いわゆる皇室外交のなかでも、裕仁皇太子の渡欧は儀礼を越えた意義があるし、単なる歴史の通過点ではなかった。
　現在の視点から過去を断罪することは、いまもおこなわれているし、また容易なことである。しかし、裕仁皇太子が当時の空気のなかで何を考え、側近とのあいだにいかなるやりとりがあり、どこまでが実行可能で、どこが不可能なことだったのか、そういった視点が今日むしろ問われている。歴史の教訓はこの視点があってこそ意義がある。のちの裕仁天皇の思考や行動を理解する上でも、われわれはいま一度、外遊という、裕仁皇太子の解放された経験を出発点として昭和時代を検証する必要があるだろう。」
